The heart-shaped frame holds the fabric tube while the elastic is threaded and the ends fastened. Doing that by hand takes ten minutes and usually ends in a twisted seam; the frame makes it repeatable.

How a session runs
Cut and tube
Turn the fabric strip inside out into a tube.
Load the frame
Seat the tube over the heart frame, seam facing out.
Thread the elastic
Feed the elastic through, then cinch and fasten both ends.
Fasten and fluff
Close the gap, turn the scrunchie right side out and arrange the folds.
